Bucks County, Pennsylvania has an established brownfields program and is recipient of a 1997 U.S.
Environmental Protection Agency (USEPA) Brownfields Pilot Demonstration Grant and a Brownfields
Cleanup Revolving Loan. Brownfield Redevelopment Solutions, Inc. (BRS) worked with the Bucks County
Redevelopment Authority to maximize their already successful program, garnering funds necessary to
move it to the next level. To do so, BRS composed a solid and comprehensive grant application, bringing
$1 million in USEPA Brownfield Cleanup Revolving Loan Funds for remediation to six targeted
municipalities. In 2006, BRS expanded on this success by developing winning Assessment grant
applications for hazardous substances and petroleum, providing an additional $400,000 for Bucks
County’s Brownfield program.
BRS helped outline a clear strategy to fully utilize Bucks County’s brownfield program resources. Bucks
County aimed to provide an economic development catalyst for its poorest communities by targeting five
waterfront areas and a sixth with TCE groundwater contamination affecting the local potable water supply.
These funds support the redevelopment of what was once a large manufacturing center along the
Delaware River while simultaneously protecting human health and groundwater resources.
With input from Bucks County, BRS developed a grant program approach, prepared a comprehensive
budget and work plan, conducted grant research, assisted with support letters and prepared complete
winning USEPA grant applications.
