The Consolidated Foam Site is a classic brownfields site comprised of a turn-of-the-century manufacturing facility. The site is surrounded by other older industrial properties interspersed with residential row homes in the city’s Marlton neighborhood.

Brownfield Redevelopment Solutions, Inc. (BRS) provided technical expertise as well as environmental investigation and remediation site activity oversight. The U.S. Environmental Protection Agency (USEPA) conducted a 2005 site removal action in between investigation activities directed by the New Jersey Department of Environmental Protection. BRS worked as liaison between federal and state regulatory agencies, producing core deliverables and formulating strategies to move the project to successful completion. BRS provided a seamless transition between state and federal activities and requirements.

Other services include:

• Community outreach facilitation for USEPA removal action. This meeting informed and educated the public, residents and business owners about real site risks, dispelling mistaken perceptions around contamination issues and soliciting public opinion on site reuse.
  
  
• Post-removal conditions evaluation for the state voluntary cleanup program involving work with the state regulatory agency to ensure any additional work conducted at the site fulfills state remediation requirements for site reuse strategies.
  
  
• Environmental investigation contractor oversight including scope of work development for the remaining investigation requirements, preparing comprehensive Request for Proposal documents and directing all work toward proper implementation.
