Brownfield Redevelopment Solutions, Inc. (BRS) prepared Essex County’s 2004 U.S. Environmental
Protection Agency (USEPA) Brownfield Assessment Grant application, geared to expand on their 2000
USEPA Brownfields Assessment Pilot Demonstration Grant.

The 2000 Essex County pilot grant took a regional brownfield approach, targeting five municipalities
for inventory and assessment activities. BRS helped outline and conceive a successful brownfield strategy
using the additional funds and redirecting Essex County’s efforts into a brownfield cluster, or area-wide
approach.

BRS assisted in the County’s grant program development strategy by:

• Preparing their budget
• Conducting comprehensive grant research
• Assisting with community outreach activities
• Composing and compiling their USEPA grant application

The 2004 USEPA Assessment Grant Application garnered an additional $400,000 for Essex County’s
brownfields program including $200,000 for hazardous substance and $200,000 for petroleum
assessment. Essex County was one of only three New Jersey communities to receive USEPA funding
in the 2004 round; two of these three successful applications were penned by BRS.
