In 2004, New Jersey passed legislation requiring municipalities adhere to significant, sweeping changes
to reduce non-point source contamination in surface water bodies. These requirements impact numerous
municipal operations, including construction, street sweeping, maintenance yard operations and storm
sewer management. They involve significant planning and public education requirements, as well as
changes to local ordinances.
Brownfield Redevelopment Solutions, Inc. (BRS) directed and managed Trenton’s State Stormwater
regulation compliances, drafting the city’s comprehensive Municipal Stormwater Management and
Stormwater Pollution Prevention Plans, administering Trenton’s Stormwater Team, orchestrating responses
to fulfill state reporting requirements, developing Standard Operating Procedures for city street yard and
refueling activity operations and maintenance, and drafting the City’s Municipal Stormwater Ordinance.
These measures result in measurable reductions to non-point source run-off, preventing contaminants from entering the stormwater system, dramatically improving the water quality of the Assunpink Creek, Delaware
and Raritan Canal and Delaware River.
