Brownfield Redevelopment Solutions, Inc. (BRS) developed an extensive stakeholder process to
create the City of Trenton’s 2004 Comprehensive Economic Development Strategy (CEDS), required by
the U.S. Economic Development Administration (USEDA) prior to receipt.
Trenton’s 2004 CEDS was developed in conjunction with its Consolidated Plan, a Community Development
Block Grant (CDBG) funding requirement from the U.S. Department of Housing and Urban Development.
We reduced effort duplication and instituted a more inclusive document development process. The CEDS
document includes a table which, for the first time, lists all economic development projects in one
location and shows each in relation to its overall goals, funding requirements estimation and partners.
This valuable tool balances priorities and helps with strategic planning to ensure the city meets all
economic development goals.
The CEDS document incorporates work from several other planning documents including the Master Land
Use Plan, Redevelopment Area Plans, the Open Space Master Plan, the Renaissance Plan, the Trenton
Urban Enterprise Zone budget proposal and the Brownfields Program Action Plan. BRS further developed
subsequent updates of the City of Trenton CEDS document.
