Federal Funding Sources

USEPA Brownfield Assessment Grants – Administered by the USEPA, these funding sources are available to eligible entities (states, county and municipal entities) on a competitive basis. Funding use is generally restricted to preremedial assessment and associated redevelopment planning activities. BRS can assist with eligibility determination and with grant application preparation, management and execution of grant funded activities.

USEPA Brownfield Clean-up Grants – Administered by the USEPA, these funding sources are available to eligible entities (non-profits, states, county and municipal entities) on a competitive basis. Funding use is generally restricted to remediation activities on sites owned by the applicant. BRS can assist with eligibility determination and with grant application preparation, management and execution of grant funded activities.

USEPA Brownfield Cleanup and Revolving Loan Fund Grant - Administered by the USEPA, these funding sources are available to eligible entities (states, county and municipal entities) on a competitive basis. Funding use is restricted to activities which capitalize a remediation loan program. BRS can assist with eligibility determination and with grant application preparation, management and execution of the revolving loan program.

USEDA Planning Grants and Public Works and Development Grants – Administered by the Economic Development Administration of the US Department of Commerce, these grant funds are used for projects that will create and retain jobs and leverage private and public investment in distressed areas. Grant applications are accepted on a rolling basis for eligible projects and require an applicant cost share. BRS can assist with eligibility determination and with grant application preparation and management.

Federal Brownfields Tax Incentive – Originally authorized in 1997, the tax incentive allows the costs of qualified environmental cleanups to be fully deductible in the year in which they were incurred. This provision of the federal tax code is scheduled to sunset on December 31, 2003. Some land use and contamination qualifications exist. BRS can assist with eligibility determination and with obtaining the required state certification of eligibility.

 

State of New Jersey Funding Sources

Brownfield Redevelopers Reimbursement Agreement – Jointly managed by the NJDEP, the New Jersey Department of Treasury, and the New Jersey Commerce and Economic Growth Commission, the Brownfield Redevelopers Reimbursement Agreement reimburses redevelopers up to 75% of the costs of remediation a brownfield site. Reimbursement monies come from newly realized state tax revenue generated by the end use of the redeveloped site. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

Hazardous Discharge Site Remediation Fund (HDSRF)Grants and Loans – Jointly administered by the NJDEP and the New Jersey Economic Development Authority (NJEDA), the HDSRF program is designed to provide municipalities with environmental investigation grants and loans for clean up of qualified brownfield sites. Eligible business may qualify for loans of up to $1 million for remediation. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJEDA Brownfield Redevelopment Loan Program – Administered by the NJEDA, this program provides interim financing for brownfield remediation activities to those entities granted a Brownfield Redevelopers Reimbursement Agreement. Monies generated by the Brownfield Redevelopers Reimbursement Agreement are pledged for repayment of the NJEDA loan. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJEDA Smart Growth Predevelopment Funding – Administered by the NJEDA, this program provides loans and guarantees for developers to cover qualified predevelopment expenses. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJDEP Environmental Infrastructure Trust – Administered by the NJDEP, this program provides low interest loans for projects which will have a positive impact on water quality. Originally used for capital projects such as wastewater treatment plants or the replacement of combined storm sewer systems, this fund is now available for open space acquisition and for brownfield remediation. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJDEP Section 319 (h) Watershed Grants – Administered by the NJDEP, this grant program is a potential source of funds for projects which have a positive impact on surface water quality. The focus of the program shifts from one year to the next, but its primary purpose is to foster holistic planning around water quality concerns, while putting in place Best Management Practices for stormwater management and non point source pollution controls. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJDEP Green Acres Funding – Administered by the NJDEP, this program provides low interest loans and grants to municipalities and counties to acquire open space and develop or improve outdoor recreational facilities, including provision of demolition funding. BRS can assist with determining if your project qualifies, program application, and management of the program requirements.

NJ Department of Community Affairs – Administered by the Office of Smart Growth, this program provides grant funds to eligible entities to promote comprehensive, smart growth planning.
